Analysts are frowning over the prospects of LIC picking up 30-40 per cent government stake in IDBI Bank, simply because the bailout deal has many losers than winners and because there’s no way of spinning the math to reverse the outcome. The government was unhelpful keeping the lid tight on its thought process behind the move with officials evading direct responses. “Both IDBI Bank and LIC are independent organisations. This hinges on three key phrases in the section: use of “criminal force” to “overawe” the governor to restrain him from exercising his “lawful powers”. The legal standing on what amounts to “overawe” of an authority has been discussed in judgements by higher courts when dealing with sedition cases, covered under IPC Section 124A. Kerala High Court judge T Chandrasekhara Menon has best summarised the legal sense of the word in a February 7, 1983 judgment. “The word ‘overawe’ clearly imports more than the creation of apprehension or alarm or fear. It connotes the creation of a situation in which the Government is compelled to choose between fielding to force or exposing the Government or the members of the public to a very serious danger,” the judgment says. Confessional matter was used to blackmail her at first, according to the charges. No police complaint has been filed. In his complaint to the MOC headquarters in Devalokam, Kottayam, the man contended his wife was sexually preyed upon by the five priests who used confessional matter and intimate pictures to subjugate her. “The woman’s husband has levelled serious allegations. An inquiry will be conducted and future course of action will be decided based on the report,” said MOC spokesperson P C Elias. The probe is being carried out at the diocese-level. Three priests belonged to the Niranam diocese, Tiruvalla, one was from Thumbamon in Pandalam and the other from the Delhi diocese. Meanwhile, an audio clip, purportedly of the woman’s husband, is doing the rounds online. In the clip, he is heard saying he found out about the incident when he saw hotel bills in her e-mail account in February . “My wife was sexually abused by a priest who continued to blackmail her even after marriage. She... confessed her ordeal to another priest. He made sexual advancements and threatened to reveal the confession details to me if she refused to cooperate. The priest also took pictures of them together and shared them with another priest who, in turn, threatened that the pictures would be circulated if she failed to extend sexual favours to him as well. In due course, five to eight priests got involved,” the man said in the clip. The state government was compelled to submit before the Kar nataka High Court that it would reinstate her. She had contended that she had been transferred from the post of Deputy Commissioner of Hassan prematurely on March 7, 2018 at the behest of the then Chief Minister Siddaramaiah, who allegedly had heeded the pressure of local leaders as she curbed the illegal sand mining in Hassan district. Dasari’s victory could be a morale booster for other upright officers as she also had the last laugh after her running tiff with the then district in-charge min- ister A Manju, against whom she had booked a case of poll code violation. The battle between the minister and the officer ultimately tur ned into a Rohini Sindhuri battle between minister Manju and the first family of Hassan, H D Deve Gowda and his sons. The minister suffered a humil- iating defeat in the Assembly poll while Dasari emerged as a hero adored by the local populace for her grit and efficiency .
