The court also emphasised there was no room for “anarchy” or “absolutism” in a democracy which the AAP’s op, ponents inter preted as a message to Delhi Chief Minister Arvind Kejriwal for his propensity to hold protests at the drop of a hat. The court was hearing the state government’s appeal filed in 2016 against a Delhi High Court verdict declaring the L-G the sole administrator of the state. Asking the Centre, the L-G and the Delhi government to work harmoniously, the apex court ruled that the L-G can- not refer decisions of the elected government to the President in a mechanical manner. But the court did not specify what could or could not be referred to the President, which many experts felt left the order open to litigation. The unanimous ruling by the bench headed by Chief Justice Dipak Misra said Delhi cannot be accorded the status of a state. While decisions of the Council of Ministers must be communicated to the L-G, it did not mean that his concurrence was required in every case, the SC said. “A big victory for democracy,” Kejriwal tweeted. For its part, the BJP said the verdict was against anarchy as Kejriwal was a “self-declared anarchist.” The judgment is important because nine appeals challenging the validity of the notifications issued by the state gover nment will now be adjudicated in lieu of the role the L-G will now play in the administration of Delhi. Among coarse cereals, the MSP of ragi has raised by D997 to D2,897 Modi woos farmers with higher MSP in election year M A N I S H A N A N D @ New Delhi IN a politically astute but economically unsound move, the Narendra Modi-led government on Wednesday increased the minimum support price (MSP) for paddy by a record `200 per quintal to `1,750 for 2018-the 19 season. Politically astute because it will help the government secure farmers’ support ahead of the general elections. Economically unsound because it may set the exchequer back by `15,000 crore, trigger inflation and force the RBI to increase rates. The move will also help the BJP fulfil its poll promise to give farmers 50 per cent more return than their cost of production. While announcing the Cabinet decision here on Wednesday, AP not happy Even as the Centre has increased the Minimum Support Price (MSP) for several agriculture products, the State government is of the view that the increase is not matching with the proposals sent by the State government. As of now, death penalty is awarded only if certain offences are committed a second time. This means a person can indulge in these nefarious activities and get away at least once, causing substantial damage to the youth and society the chief minister la, mented in a letter to Union Home minister Rajnath Singh. “Given the magnitude of the problem, which had been denied during the last many years, these enforcement measures, though yielding results, need to be further strengthened. In this direction, it is felt that the existing drug prevention and control laws should be revisited to provide for more deterrent punishment to the offenders,” Amarinder wrote, and pointed out that more than 3,977 NDPS convicts and 5,610 NDPS under-trials were in prisons across the state.
