Shukla is an officer of the 1983 IPS batch of the Madhya Pradesh cadre. He has a protected twoyear term from the day he assumes office. The appointment came into controversy soon after, with Congress leader Mallikarjun Kharge, part of the three-member selection committee, filing a dissent note. The other member on the panel are Prime Minister Narendra Modi and Chief Justice of India Ranjan Gogoi. Kharge pointed to Shukla’s lack of experience in anti-corruption investigations, citing the SC’s observation in the Vineet Narain judgment, which said, “The Committee shall appoint an IPS officer on the basis of seniority integrity and experience , in the field of Anti-Corruption.” Section 4A(3)(a) of the Delhi Special Police Establishment Act, too, underlines the same point. The panel shortlisted candidates on the basis of seniority, ACR above a certain cut-off and total experience in investigation and anti-corruption of 100 months or more. Later, the benchmark was diluted, Kharge argued. Minister Jitendra Singh rebutted Kharge saying a very objective criteria was followed. “It’s rather Mr Kharge who is guilty of trying to manipulate... to accommodate names of his preference.” Kharge claimed that others on the shortlist, including S Javed Ahmed, Rajiv Rai Bhatnagar and Sudeep Lakhtakia, met the requirement of experience in probing anti-corruption cases. Shukla, who joined the undivided police force of Madhya Pradesh as additional SP in June 1985, held several important positions in the state police, heading the Economic Offences Wing, antiterror squad special task force and the Special Armed Force at various points of time. He assumed charge as DGP on July 1, 2016. He is credited with busting the Chinese SIM BOX-enabled parallel telephone exchanges and several SIMI terror modules. However, a 2016 scheme launched by the government to help farmers get better prices for their produce through an integrated digital market platform still remains underutilized. According to the agriculture ministry, over one crore farmers are registered on the portal and around 45 lakh have benefited from the measure so far. The government feels this is a notable achievement given the low digital literacy levels among farmers in the hinterlands, but there is plenty of room for improvement given that the number of small and marginal farmers in the country stands at 12 crore, as quoted by the Budget. The Electronic-National Agriculture Market (e-NAM), a pan-India electronic trading portal, was launched in April 2016 to integrate the existing APMC mandis and to create a unified national market for agricultural commodities. Experts also cite the lack of infrastructure as the reason for the slow traction of e-NAM. The main purpose of this measure was to create a unified market through online trading platform and promote uniformity by streamlining procedures across the integrated markets, and remove information asymmetry between buyers and sellers. A native of Maharashtra, Malamma, who is in her late fifties, has been eking out a living by running the canteen and offers dishes at affordable prices. She does not compromise on the quality and hence she has been successful in running the canteen for the last 30 years, said a regular customer. In fact, students, especially of high school division, used to throng Malamma’s canteen after physical education exercises each Saturday . Old students remember her not just for the tasty food that she offered, but also her generosity as she used to offer them food on credit — they could eat and pay Malamma later. Malamma, however, says her generous acts of the past have yielded positive results. “In fact, a few students remembered me even after getting gover nment jobs,” Malamma said, adding, “They invited me to their homes and presented me with sarees as a mark of gratitude.” The canteen has helped her to educate and marry off her two sons and two daughters and also build a small house. Govt may relax norms to offer more MBBS seats S U M I S U K A N YA D U T TA @ New Delhi THE number of MBBS and post-graduate medical seats on offer may see a dramatic rise starting this year. Paving the way for this, the Union Ministry of Health and Family Welfare and the medical education re gulator have proposed to relax the norms to allow both government and private medical colleges increase the number of seats. The proposal seeks to allow existing medical colleges to increase seats and permit new colleges to get operational, even if they don’t meet all the infrastructure/faculty requirements. However, the Medical Council of India-Board of Governors has proposed that medical colle ges which have applied for increased seat intake and starting operations can be given green signals to at least some seats even if they fail to fulfil infrastructure facilities and faculty ratio norms, a senior official told this newspaper.
