The Opposition contested its introduction, suggesting it be first referred to a committee for wider consultations. With the Opposition refusing to yield, Lok Sabha Speaker Om Birla put the question of introduction to vote. After 186 ayes and 74 nays decided the matter, Birla allowed Union Minister of Law and Justice Ravi Shankar Prasad to present the legislation. Speaking in its favour, Prasad said the bill aims to ensure justice to women belonging to the Muslim community . However, Congress member Shashi Tharoor claimed it was a textbook case of class discrimination against Muslims, adding he was opposed to making triple talaq a crime. Abandoing the spouse is not restricted to the Muslim community alone, he reasoned. “So, why shouldn’t it be universal law, which could provide total protection to women belonging to all communities,” Tharoor reasoned. The bribery case related to India covered the 20092011 period, when Walmart was running a wholesale cashand-carry joint venture with Bharti Enterprises. The wholesale venture ended in 2013. The world’s largest retailer currently operates 23 wholesale stores in India, which has allowed full foreign ownership of such outlets. Last year, Walmart also bought a 77 per cent stake in Flipkart for about $16 billion. The retail giant is accused of looking the other way when its India venture used thirdparty intermediaries to make improper payments to government officials to obtain store operating permits. “In a number of instances, insufficiencies in Walmart’s anti-corruption-related internal accounting controls in these foreign subsidiaries were reported to senior Walmart employees and executives,” the release said. These payments were, then, falsely recorded in Walmart’s joint venture’s books and records with vague descriptions such as ‘misc fees’, ‘miscellaneous’, ‘professional fees’, ‘incidental’ and ‘government fee’, it added. As part of the deal, Walmart has entered into a non-prosecution agreement with the DOJ. $ SPV FORMED Small workshops to join hands, set up service cluster G E O R G E P O I K AY I L @Kasaragod IN a bid to stay afloat and take on the might of big dealers, the small automotive workshop owners of Kasaragod have decided to form a special purpose vehicle (SPV) to set up an automobile service cluster. They are also raising `2 crore -- `2 lakh each from 100 members -- as seed capital for the project. The decisions were taken at the general body meeting of the Kasaragod Automotive Cluster. The association has 120 members, of which 105 attended the meeting, said chairman of the cluster, Ravindran Kannamkai. “The special purpose vehicle will be registered as a private limited company he said. ,” Once formed, it will be the first automotive cluster of micro-enterprises in Kerala, he said. The small workshop owners decided to form the cluster to develop some bargaining muscles to take on the manufacturers. The workshop owners said the car manufacturers deny them original spare parts, diagnostic tools and know-how to repair chip-based cars, and provide these only to authorised dealers. Without up to 80 per cent of a car controlled by chip-based modules, it would be difficult to fix a vehicle without support from the manufacturers, said Ravindran.
