Experts see the development as a big diplomatic win for India against Pakistan’s bid for third party intervention on Kashmir. “We spoke last night about Kashmir, Prime Minister Modi really feels he has it under control. They speak with Pakistan and I’m sure that they will be able to do something that will be very good,” Trump told reporters on the sidelines the G7 summit in France. Chidambaram’s woes didn’t end there, as his plea challenging the trial court order asking the CBI to take him into custody could not come up for hearing since the registry had not yet received the approval of Chief Justice Ranjan Gogoi. Chidambaram’s lawyer Kapil Sibal rushed to a bench headed by Justice Banumathi complaining about the non-listing of the case, but she noted that the petition would be listed for hearing after orders by the CJI. E X P R E S S N E W S S E R V I C E @ Mumbai THE government will receive a windfall gain from the Reserve Bank of India with the banking regulator’s board on Monday deciding to transfer `1.76 lakh crore to the government. The transfer would help the finance ministry deliver a much-needed stimulus to the economy as well as balance its books. However, it’s not yet clear if the entire amount will be transferred at one go or if it involves staggered payments stretching over 4-5 quarters. The `1,76,051 crore transfer comprises `1,23,414 crore of surplus (dividend) for 2018-19 and `52,637 crore of excess risk provisions, as recommended by the Bimal Jalan Committee on Economic Capital Framework. The amount to be transferred this year to the government will be more than double than provided for in the previous year. While the surplus transfer is a relief to the cash-strapped government, the Jalan Committee has made it clear revaluation reserves cannot be touched. This means, no further transfer of capital from RBI. It has recommended various reserves, risk provisions and risk buffers maintained by RBI, should be continued. The blast killed two and injured three persons. Another unexploded 84mm Anti-Tank shell was found at the temple premises on Monday morning. A bomb squad comprising ex-servicemen concealed the shell in the sand. They conducted checks in the entire area till late Monday evening. A senior officer said the object that exploded was a Carl Gustaf Rocket Launcher (CGRL) 51mm artillery fuse igniter. The model, used by army personnel, can stop the movement of an approaching tank. Police are probing how the devices ended up in the village. The Hanumanthapuram firing range, used by army personnel to train cadets in firing heavy weapons, is less than 10 km from the village. Probe has revealed that the house adjacent to the temple was rented out to a scrap dealer, who reportedly used the area behind the house to store scrap. Unexploded shell also found at spot On Monday morning, another unexploded anti-tanker shell was found at the premises. “The bomb squad will check the whole area using a bomb detector and sniffer dog. Since shells can explode when external pressure is applied, we cannot use metal rods to dig up the ground,” said an officer. This means that all Brigadierrank officers and above will sport the same beret, cap, shoulder badge, lanyard and belt. Currently, depending on the regiment or arm that an officer belongs to, the colour of the beret, lanyard, badge, etc., differ. And the badge on the belt is also different. “We have taken the decision to do away with differences in the uniform of officers from the rank of a Brigadier. The uniforms show your links with the regiment, arm or service that you belong to,” a senior Army officer said. “But all of them are Indian Army officers, so there should be no difference. There should be no affiliation to the lanyard or the regiment,” the officer added. To begin with, the dress that officers don in the evening while visiting the officer’s mess will be changed. The Army has already received three types of samples and a final decision on it will be taken soon. As soon as an officer gets commissioned, he is assigned a particular arm or service that has distinct badges and berets.
