The package included `20,000 crore to revive incomplete realty projects for the middle class and a WTOcompliant export duty rebate scheme replacing an old pro g ramme to pay out incentives. The FM said the special funding window would provide last-mile funds for housing projects that have not turned non-performing assets and that had not been taken before bankruptcy courts. “The objective is to focus on construction of unfinished units,” she added. Of the `20,000 crore, the government would contribute ‘10,000 crore with the rest coming from investors such as LIC, sovereign funds etc. “On the positive side, it may prevent many projects from landing at NCLT. But it will not address the problem of projects which are already in a mess,” said Anuj Puri, chairman, Anarock Properties. According to analysts, bulk of the 220-odd halted projects across the top seven cities in the country have either turned NPAs for banks or are facing bankruptcy proceedings. The new export scheme called Remission of Duties and Taxes on Export Products promises to pay back all taxes and duties paid out while producing an exportable product. Tamil Nadu, known for its agitations against Hindi imposition for over eight decades, reacted sharply with most political parties condemning the idea. “During 1965, many Tamils had ended their life protesting Hindi imposition by the then Congress regime.
