A passport is among the accepted documents for the controversial Special Intensive Revision (SIR) of electoral rolls. The ministry’s statement triggered debate on social media over what constitutes a conclusive proof of citizenship, an issue that remains a grey area as it has not been explicitly addressed by the Centre. Some of them pointed out that passports are not issued to non-citizens. Section 6(2)(a) of the Passport Act 1967 requires the issuing authority to refuse a passport if the applicant is not a citizen of India. Reviewing the Tungabhadra Project, Rajolibanda Diversion Scheme (RDS) and inter-state water disputes, Revanth said Telangana was entitled to 15.9 tmcft from the Tungabhadra dam and river flows but receives only 5–6 tmcft. Noting that RDS water irrigates 83,987 acres in nearly 75 villages of Jogulamba Gadwal district, he sought strengthening of the Tungabhadra Board under the supervision of the Central Water Commission to ensure equitable distribution among Telangana, Andhra Pradesh and Karnataka.
