Under the amended law, probe into paper leak cases must be completed within two months. The bill was passed by voice vote after a stormy 10-hour long debate in which the government defended the amendments to the anti-paper leak law with stricter punishment, asserting that the measure was taken as it is “open to learning from experiences”. The proceedings turned acrimonious after Rahul alleged Shah “put pellets into the blood of our students” during the police action on protesters marching to Parliament on July 20 and claimed the home minister was absent from the House because he was “scared”. It has also written to social media platform X to remove the objectionable posts made during the Cockroach Janata Party’s (CJP) protest. The case was registered by the Intelligence Fusion and Strategic Operations (IFSO) unit of Delhi Police, which deals with cyber-related offences. The unit comes under the Special Cell of the force. Notices were issued directing to remove or disable access to the accounts as well as URLs, while ensuring that the relevant data, logs and subscriber information are preserved for evidence purposes. The police have mentioned the name of six handles in its notice. The case has been filed under Sections 351(3) (criminal intimidation), 353(2) (circulating false information, rumours, or alarming news-including via electronic media) and 356(2) (whoever defames another person) of the BNS. The police directed the platform to remove or disable access to the flagged accounts as well as URLs immediately, while ensuring that the relevant data, logs and subscriber information are preserved for evidence purposes. The police have also intensified the probe into the Jantar Mantar violence. Dossiers of 216 suspects have been sent to all district police units in Delhi for verification, sources said. SC nixes ’21 office memorandum for retrospective green approval SUCHITRA K ALYA N MOHA N T Y @ New Delhi The Supreme Court, in a unanimous verdict on Wednesday, quashed a 2021 office memorandum (OM) that allowed the Centre to grant retrospective environmental clearances (ECs) to projects that had commenced without the green nod. Consequently, we allow the SLP and set aside the impugned orders...and close the matter on merits,” said a threejudge bench headed by Chief Justice of India Surya Kant. E x p r e s s N e w s Se r v i c e @Bengaluru/New Delhi In a sharp escalation of the longstanding Cauvery dispute, Karnataka has decided to challenge the Cauvery Water Regulation Committee’s (CWRC) directive asking it to release water to Tamil Nadu. The state will take up the matter at the 54th emergency meeting of the Cauvery Water Management Authority (CWMA) scheduled for Thursday afternoon in New Delhi. The meeting will be held in a hybrid mode and the state will be represented by Karnataka Water Resources Additional Chief Secretary Gaurav Gupta. He will be accompanied by a team of water experts from Karnataka. The meeting agenda includes a review of the hydrometeorological conditions in the Cauvery basin and the deficit in flows realised at Biligundlu and the Karaikal region of Puducherry during the present financial year. The CWMA may discuss other relevant issues if the chairman allows it, sources said. Chief Minister DK Shivakumar announced the decision to file an appeal while speaking to the media outside Karnataka Bhavan in New Delhi on Wednesday Shivakumar said he . held detailed consultations with the advocate general, legal experts, and senior officials before deciding to strongly contest the CWRC order. “Following yesterday’s order, we have to prepare our response. Today , the advocate general, our legal experts and all the officials are making necessary preparations,” he said. “We have rejected Tamil Nadu’s request twice earlier when there was no rain. This time, too, despite poor monsoon conditions, the committee has ordered water release. We will challenge this firmly Shivakumar said. ,” He added that after returning to Bengaluru, he will hold discussions with opposition party leaders to build a united front. Karnataka has invited Tamil Nadu Chief Minister C Vijay to visit the Cauvery basin and assess the ground situation himself. “We have requested him to come and see the reality. We will arrange a helicopter for him. He should experience the actual conditions before taking a decision,” Shivakumar stated. He confirmed that Vijay had expressed interest in a discussion through a letter to the chief secretary, and Karnataka has extended full protocol welcome for the visit. The meeting is scheduled to be held at Vidhana Soudha on August 3, though it is not certain whether it will happen, considering the political ramifications it would have on both sides of the border. The Bangalore Hotels Association (BHA) on Wednesday said it, along with the Karnataka State Hotels Association (KSHA), National Restaurant Association of India (NRAI), Karnataka Bar and Restaurant Ass o c i a t i o n (KBSA) and other industry bodies, will stop accepting orders through Swiggy if the issues are not resolved. The association alleged that Swiggy is deducting charges for advertisements, including Cost Per Click and Cost Per Action/ Acquisition and promoted ads, from hotel owners’ accounts without obtaining prior written or digital consent. It demanded that the platform introduce a ‘one-click opt-out’ option, allowing restaurants to discontinue advertisements any time without incurring further charges.  P7
