The survey, which assesses the quality of treatment provided to people bitten by dogs, monkeys and other animals, also reveals that there is an acute shortage of anti-rabies vaccines (ARVs) in India. A high-level meeting is scheduled this week where in new rates may be announced. The move could boost the State’s coffers. The additional revenue earned could be over `100 crore per year. The State had estimated that it would generate `13,327 crore (seven per cent of revenue receipts) through non-tax sources this financial year. Non-tax sources include interest receipts, d iv i d e n d s, and royalties, among others. It is learnt that this is a decrease of 9.3 per cent over the 201819 revised estimate, which is expected to grow by `3,399 crore compared to the budgeted estimate — 30 per cent increase. Official sources said that since the last 13 years, OSR area charges, development charges, centage charges for plots and partition of land charges have not been revised. The idea is to strengthen the non-tax revenue base and augment resources. Currently the centage charge is `300 per plot. This is likely to be increased to `1,000, say P3 sources. Dogs cause the highest number of rabies deaths among humans (97%), followed by cats (2%), mongoose, jackals, and other wild animals (1% each). In the case of a dog bite, patients need to be treated with rabies immunoglobulin at the wound site, followed by multiple shots of anti-rabies vaccine. T he WHO-supported survey titled ‘Curb exports to meet domestic needs’ According to health experts, one way to meet the domestic demand for the anti-rabies vaccines is to curb its exports ‘Facilities and Services of Post-exposure Prophylaxis in Anti-rabies Clinics: A National Assessment in India’, found ARVs were out of stock in 20% of the clinics. The report also flags that local wound infiltration of immunoglobulin, which is a must in the case of a dog bite, was found to be in practice at less than 60% facilities. While India needs 20 million doses of the vaccine annually its produc, tion has halved over the past four years. A significant percentage of the vaccine is also exported to neighbouring countries, which also affects the availability of the life-saving vaccine for domestic use.
