DMK plans to move court again A day after the country was jolted by the pre-dawn ‘encounter’ of all four accused in the rape and murder of a young Hyderabad veterinarian, Chief Justice of India SA Bobde on Saturday has a sobering word of advice, saying justice should not be interpreted as revenge. However, he admitted the criminal justice system must reconsider its position and attitude towards the time it takes to dispose of a case. “I believe justice loses its character as justice if it becomes revenge,” he said during the inauguration of a new building of the Rajasthan High Court. “Justice never is or ought to be instant. Justice must never ever take the form of revenge.” “I believe the institution must correct itself as indeed it did during the much-criticised press conference (in 2018),” he added. He was referring to the press conference by four senior SC judges in 2018, when they accused the then CJI Dipak Misra of violating conventions. Chinese slowdown could hit India’s growth J AYA N TA R O Y C H O W D H U R Y @ New Delhi CHINA’s economy is slowing, and that could bring more bad news for India, already hit by a six-year low GDP growth in the last quarter. The dragon nation is expected to try and dump products not only in India’s traditional markets abroad, but also in the Indian marketplace, making life more difficult for domestic manufacturers, already buffeted by a demand crunch. China’s official data shows its GDP fell to 6% in the third quarter of this year—a multi-decade low. At the same time, profits made by Chinese firms declined by 9.9% in October. Automobile sales in China have been contracting since July 2018. “The problem is that we have seen in the past that China has dumped manufactures in other countries including India whenever its industry overproduced and that obviously affects us,” said Prof Biswajit Dhar of JNU, a member of the Board of Trade. India’s merchandise trade fell for a third straight month in October, especially for products where China is a competitor such as textiles. Battered by a protracted trade war with the US, its exports have contracted by 1.3% over last year. Analysts believe this has made China desperate to 6% China’s GDP growth in the third quarter of this year, a multi-decade low sell in other newer markets. “Look at its One Belt-One Road plans to build a highway and sea port network across the globe connecting markets with Beijing — they are geared to sell Chinese produce,” said N R Bhanumurthy of the National Institute of Public Finance & Policy . For example, India traditionally exports automobiles and auto parts to Africa. China is now eating into that market not only with its own car exports, but by dumping refurbished used cars. “What has heightened our problem is that foreign trade as a percentage of GDP has gone up since 2008, (the last time there was a global economic turmoil) implying we are now more vulnerable to global headwinds,” explained Prof Dhar. Global trade makes up 44% of India’s GDP.
