The reason for the AAP getting down to business quickly is because many of the promises made in its manifesto on sanitation and cleanliness can only be fulfilled if it has administrative control of the municipal bodies. There are three civic bodies in Delhi, all of which are under the BJP’s grip. “It is very important that we sweep the MCDs, too, as many of our promises made in the manifesto and the guarantees we gave are dependent on the civic bodies, which are not with us,” said a party official. “The structure of Delhi is such that the Delhi government allocates funds to the MCDs. There has been a lot of friction over this. We will support the three municipalities financially for the next two years but control is the target,” the official added. Chief Minister Arvind Kejriwal will take oath for the third time at the Ramlila ground on Sunday, the party announced on Wednesday. Party officials said plans were being drawn up to invite counterparts from other states for the event. Kejriwal set the ball rolling for government formation in the morning, meeting all the newly elected lawmakers at his residence where he was chosen the leader of the legislative party. He later paid a courtesy visit to Lieutenant Governor Anil Baijal. In the evening, Kejriwal met the L-G again to stake his claim to form the new government. Party sources said the CM was likely to retain all the sitting cabinet ministers. While the AAP is readying to form the new government, the Congress was involved in a bitter and public spat. AICC in charge P C Chacko on Wednesday drew the ire of his party colleagues after he claimed that the party’s downfall had started in 2013 under late chief minister Sheila Dikshit. “The party’s downfall started since 2013. It lost all the elections thereafter and the AAP took away the Congress vote bank,” he said. Many party leaders contested Chacko’s claim, citing figures of the party’s vote share in the 2019 Lok Sabha polls. He later clarified his remarks on Dikshit and resigned, P11 which was accepted. EXPRESS NEWS SERVICE @ New Delhi FINANCE Minister Nirmala Sitharaman may have spoken too soon. A day after she said green shoots economic recovery were visible, fresh government data released on Wednesday showed industrial production actually shrank in December 2019 by 0.3%, while inflation shot up to a five-and-a-half-year high of 7.59% in January 2020. In her reply to the debate on Budget 2020-21 in Parliament on Tuesday, Sitharaman had cited seven indicators, including a rebound in factory output in November, to claim that the country’s economy was on the mend. The FM was referring to the 1.8% growth in industrial activity, measured in terms of Index of Industrial Production, in November 2019 after three consecutive months of contraction. With the latest data showing yet another dip in manufacturing in December, economists say recovery may just not yet be on the horizon. Apart from poor performance of the industrial sector, the overhang of high inflation is also a risk to the health of the economy . Retail inflation at 7.59% is the highest rate since May 2014, when it was 8.33%. Consumer price index-based was 7.35% in December 2019. What pushed up retail inflation in January 2020 was high food inflation at 13.63% and rising fuel prices. While economists feel this might be the peak for the headline inflation rate, given that global oil prices have started cooling as have food prices in India, they fear India’s core inflation or rise in prices of manufactured 0.5% The cumulative IIP growth in April-December 2019 over the corresponding period of the previous year, according to the National Statistical Office goods is going up. “Core inflation is likely to rise further above 4% over the coming quarters. It means that while headline inflation will probably drop, it is also likely to remain above the RBI’s target throughout the year,” said Darren Aw, Asia Economist for Capital Economics.
