The advisory does away with prescription by a registered medical practitioner for Covid test. Adopting the new strategy, the Union Health Ministry has allowed State Governments to decide on simplified modalities. The Ministry has made it clear that the on-demand testing can be availed by individuals who wish to get themselves tested and those undertaking travel to countries/states which have mandated a negative Covid-19 test at point of entry . Additional Chief Secretary of Health department PK Mohapatra said the State Government has allowed on-demand testing since long and capped testing prices at the private labs and hospitals. “While the testing is free at the Government labs in the State, it has been capped at `1,200 for RT-PCR test and `450 for antigen test at the private facilities. There is no extra cost for prescription,” he said. Mohapatra, however, informed that the State Government will come out with a fresh notification as per the ICMR advisory doing away with prescription by registered medical practitioners. “We will take stringent action as per Clinical Establishment Act, if complaint is lodged against any lab or hospital for overcharging for tests and Covid treatment,” he warned. Despite the price capping, the private labs and hospitals in the State continue to overcharge patients by adding `1000 to `2000 as doctor consultation fee. The Ministry has also asked states to ensure tracking and contact tracing of positive cases detected by the testing laboratories. Covid: India to overtake Brazil THE alleged profiteering by private hospitals in India through the treatment of Covid-19 patients has forced the statutory body of insurance companies to seek Supreme Court intervention. In an affidavit filed before the apex court a few days ago, the General Insurance Council (GIC) alleged that private hospitals are overcharging insured patients, even in cases where there are no complications or pre-existing illnesses. The GIC said its members have received more than 1 lakh Covid-related insurance claims so far. It warned that reckless profiteering by private hospitals, if left unchecked, will lead to insurance premiums shooting up in the near future. While there have been many complaints of private hospitals overcharging Covid-19 patients, this is the first time an insurance body has expressed concerns. “It is respectfully submitted that in order to bring confidence and to have clarity on the billing structure, there is a need for proper monitoring of the treatment costs by the private hospitals and take suitable action against the violators,” the affidavit said. The plea cites cases of hospitals overcharging insured patients. One of the cases mentioned in the affidavit is that of a Chennai hospital, which billed `14 lakh for the Covid treatment, including 35-day hospitalisation, of an insured person. When objected by the insurance company, the final cost, was brought down to less than `4.5 lakhs. The GIC also alleged that private hospitals are charging higher than normal rates for consumables like PPE kits.
