The family is allegedly holed up inside their home while all entries to the village have been sealed. No outsiders, including politicians and reporters, are being allowed to speak to the family and a tight security cordon has been laid around the village peripheries. A cousin of the victim, who managed to slip away and speak to media persons on Friday morning, alleged the police had taken away the mobile phones of all family members. He said the police were not allowing anybody to step out of the house. “Our family is being threatened. My uncle asked me to try to reach out to the media. He was assaulted by the DM yesterday and fell unconscious,” the boy alleged. Hathras Additional SP Prakash Kumar said no politicians or media personnel would be allowed till SIT completes its probe. A four-member delegation of Trinamool Congress leaders that had gone to meet the victim’s family was stopped some 1.5 km away from village. She requested UP Chief Minister Yogi Adityanath to allow mediapersons and politicians to meet the victim’s family AP eligible for `2,525 cr Open Market Borrowings EXPRESS NEWS SERVICE @ Vijayawada AFTER topping the country in undertaking ‘Ease of Doing Business’ (EoDB) reforms, Andhra Pradesh has become eligible to raise an additional `2,525 crore through Open Market Borrowings (OMBs). This is the second time the State has been given such permission. It was earlier permitted to draw `2,525 crore for refor ms in the Public Distribution System (PDS). The Ministry of Finance on Friday granted additional borrowing permission to Uttar Pradesh and Andhra Pradesh to the tune of `7,106 crore. While UP became eligible to raise an amount of `4,851 crore through OMBs for completing the reform process in PDS to implement the One Nation One Ration Card System, AP was permitted to borrow `2,525 crore to undertake reforms in EoDB. Besides AP and UP, Telangana was permitted to borrow `2,508 crore, Karnataka `4,509 crore, Goa `223 crore, and Tripura `148 crore for PDS reforms. To incentivise the implementation of district-level and licensing reforms for EoDB, a borrowing facility of 0.25 per cent of Gross State Domestic Product (GSDP) has been allowed to States on the recommendation of the Department for Promotion of Industry and Inter nal T rade (DPIIT). In view of the Covid-19 pandemic, the Centre allowed an additional borrowing limit of up to 2 per cent of GSDP to the States for the year 2020-21. This made an amount up to `4,27,302 crore available to the States. Under 30% conviction rate in rape cases in India K A N U S A R D A @ New Delhi ON an average, 88 rapes take place every day in India, according to the National Crime Records Bureau (NCRB) data for 2019. However, the conviction rate is as low as 27.8%. This means, out of 100 accused, only 28 gets convicted. The NCRB data reveal the rate of crimes against women increased from 58.8 in 2018 to 62.4 in 2019. There were 32,033 incidents of rape and the crime rate for rape was the highest in Rajasthan, where 5,997 rapes were reported in 2019. Uttar Pradesh reported 3,065 incidents, followed by Madhya Pradesh at 2,485, Maharashtra 2,299 and Kerala 2,023. Delhi reported 1,253 rape cases in 2019. One of the common reasons why criminals don’t get punished is the poor police investigation. Reasons such as hostility of witnesses and complainants and the familial pressure on the victim also play a role. The NCRB figures assume significance as it also shows that in many cases, victims don’t approach the police complaining about the rape or sexual assault. Expressing concern over the low conviction rate, even the Supreme Court had observed that 90% of rape cases end in acquittal. While the Trumps went into quarantine and the President continued to work from his family quarters in the White House, him being 74 and clinically obese put him at a higher risk of serious complications from a virus that has already infected 75 lakh citizens and killed over two lakh in the US. At present, the US has over 25 lakh active cases. Before testing positive, he had travelled extensively for his re-election campaign, worrying officials about the full scale of the outbreak. While many White House and other senior officials were undergoing tests, the process of tracing the president’s recent contacts was still on. The infection could impact Trump’s electoral chances, as he had spent much of the year downplaying the threat of the virus and avoided wearing masks for the longest time. During the first televised debate against his Democrat opponent Joe Biden on Wednesday morning IST, Trump had mocked him saying: “I don’t wear masks like him. Every time you see him, he’s got a mask. They will also get the first two installments of input subsidy worth `13,500 under YSR Rythu Bharosa. “An action plan is being drafted to develop that land,” the Chief Minister said, adding that greenery and empowerment of tribals should go hand in hand. Jagan later laid the foundation stone for the Tribal Medical College at Paderu in Visakhapatnam district, Tribal Engineering College at Kurupam in Vizianagaram district, multi-speciality hospitals in Seethampeta, Parvatipuram, Rampachodavaram, Buttayayagudem and Dornala ITDAs, to be built at a cost of `500 crore, `153 crore and `2,246.30 crore respectively . Reiterating his government’s dedication to the welfare of tribals, he said his father and former CM YS Rajasekhara Reddy aspired for the upliftment of tribals, who constitute six per cent of the State’s population. “Today, as his son, I am distributing 3.12 lakh acres to 1.53 lakh tribal families. The judicial action comes as a major relief for scores of Indian IT professionals, which had voiced their opposition to the visa suspension. In the US, around six lakh people hold H1-B visas with Indians making up around 70%. Annually around 85,000 Indians are issued the visa , which gives them the right to work in the US. Trump had issued an executive order in June 2020 suspending the entry of foreign nationals on H-1B, H-2B (issued for non-agricultural seasonal workers), and J and L (visas for cultural exchanges and managers, respectively). The suspension was till December 31. In his ruling, US District Judge Jeffrey White said Trump exceeded his brief as the Constitution vests the power to set immigration policy with Congress and not the president. The ruling was in response to a suit filed by various industry bodies with tech giants such as Google, IBM and Microsoft as members. Separate commissions for SCs and STs, pending approval, will strive for the P4 upliftment of tribals.” THIRD TIME IN A ROW Vijayawada ranks first in crimes against elderly: NCRB P H A N I N D R A PA PA S A N I @ Vijayawada FOR the third consecutive year, Vijayawada has topped the list of 34 metropolitan cities in India in terms of crimes against senior citizens. This was revealed by data from the National Crime Records Bureau (NCRB), which showed that 460 such cases were recorded in the city in 2019 alone. These 34 metropolitan cities have populations of more than 1 million and less than 2 million people. Visakhapatnam reported 87 cases in 2019, which is higher than in previous years. Andhra Pradesh recorded 2,430 cases of violence in 2019, compared to 1,673 the previous Better than last year Last year saw a decrease in the number of crimes committed against senior citizens in Vijayawada. While 460 were reported in 2019, 514 were reported in 2018, and 586 in 2017 year. The crime rate is 50.3 per one lakh population, and this includes offences such as murder, culpable homicide not amounting to murder, attempt to murder, hurt, assault with intent to outrage modesty kid, napping and abduction, rape, theft, extortion and cheating, among other crimes. As many as 2,447 elderly people were vic- tims of crime. Of the 1,813 cases reported in 34 metropolitan cities, 25.4 per cent of crimes (460) P5 were in Vijayawada.
