The report released by NITI Aayog in a virtual event at New Delhi on Wednesday gave Odisha an overall score of 18.94. The State’s best performance was in Knowledge Diffusion category, where it was placed at eighth rank with a score of 23.06. It was ranked 10th each in Human Capital and Performance categories, 12th in Safety and Legal Environment, 14th in Enablers and Knowledge Workers, 15th in Investment and 16th in Business Environment. Safety and Legal Environ- ment was the highest scoring pillar with the country’s average score at 60.29. However, 14 states scored below the national average and Odisha got only 44.71 score in this category. In the Investment category, which was the lowest scoring pillar in the index with an average score of 10.9, Odisha got only 3.24. The State also under-performed in terms of expenditure on higher and technical education, research and development, science, technology and environment, FDI inflow and venture capital deals besides ICT exports, high and medium high-tech manufacturing entities and knowledge-intensive employment. The performance in filing of trademark applications, industrial design applica- tions and patent applications was miserable while the report card in terms of NGOs involved in knowledge intensive areas, private R&D units, ease of doing business ranking and cyber crime police stations was also not satisfactory, the report stated. As such, the present batch of review petitions should be kept pending until the larger bench decides the questions,” he held. The tenth round of talks with the protesting far mers on Wednesday opened a window of opportunity to break the deadlock on the contentious farm laws with the Centre proposing to constitute a new committee as also keeping the laws on hold for two years or more and the farmers agreeing to consider them. The two sides will meet again on Friday, when the farmers are expected to spell out their stand on the suggestions after holding consultations among themselves on Thursday . The fact that the government came out with new proposals and the farmers agreed to examine them are being seen as signs of accommodation from both sides. Until Wednesday, the government’s consistent stand was that it was ready to amend the laws while the farmers remained firm in their repeal-or-nothing demand. Sources said the Centre, during the meeting, urged the farmers to consider its proposal for an hour separately. The two sides broke off into different rooms following which the farmer unions agreed to consider the offer. However, they insisted that their demand of repealing the laws still stands. Krantikari Kisan Union president Darshan Pal said, “Just because we have decided to discuss this new proposal of the government and decided to hold a string of meetings tomorrow between ourselves does not mean that we have backtracked from our demand of a repeal of the three laws.” The opportunity to end the impasse comes days ahead of the crucial budget session of Parliament beginning on January 29. With the Opposition gathering ammunition to attack the government on the farm laws, the Centre appears to keen to resolve the stand-off before the session.
