In a development hailed as ‘historic’ by Assam Chief Minister Himanta Biswa Sarma, both the states on Saturday decided to withdraw their security personnel from two disputed sites on the interstate border within 24 hours. The decision was reached during a meeting between the chief secretaries of the two states in N a g a l a n d ’s Dimapur. A s s a m cl a i m s t h e two disputed areas — where there was a stand-off between the forces — fall under its Dessoi Valley Reserve Forest in Jorhat district, while Nagaland views them as parts of its Tsurangkong valley in Mokokchung district. According to the agreement, Nagaland and Assam will monitor the area using UAVs and satellite images. The superintendents Mokokchung and Jorhat police shall ensure orderly withdrawal of their respective forces and shall be responsible for it, the statement further said. Assam and Nagaland share a 512.1 km-long border and a case pertaining to their boundary disputes is pending in the Supreme Court. The directions came after a review meeting of 10 states that are registering a surge in cases, or positivity rate, or both. As 80% of the active cases in these states — Kerala, Maharashtra, Kar nataka, Tamil Nadu, Odisha, Assam, Mizoram, Me ghalaya, Andhra Pradesh and Manipur — are in home isolation, the government also asked them to strictly monitor the patients at home to ensure they do not spread the infection in the community . In the meeting, union health secretary Rajesh Bhushan warned against any complacency with around 40,000 Covid-19 new cases being reported daily since the preceding weeks and urged the states to ramp up their testing. There are also 53 districts reporting 5-10% of positivity, which suggests that the pandemic may not be fully under control. The Union government said the states should focus on the districts with a positivity rate of less than 10% in order to protect these districts by focusing on saturation of vaccination. In addition, states have been advised to conduct their own state level serosurveys for district-wise disease prevalence data with the help of the ICMR as the national level sero-prevalence survey was heterogeneous in nature. A recently-concluded serosurvey, based on samples collected from 70 districts in 22 states by the ICMR had shown that nearly 68% of the population of India may have antibodies against SARS CoV 2, confirming past exposure to the virus. ICMR director general Balram Bhargava advised the states to ramp up vaccination in the 60+ and 45-60 age categories as evidence shows that nearly 80% of the mortality was from these vulnerable agegroups. Regarding enforcement measures, he advised the states to avoid all non-essential travel and to discourage all large gatherings of crowds. The government also highlighted the need for the states to push for PSA oxygen plants in private hospitals. “Provisions under the Clinical Establishment Act enable states to issue such directions to the private hospitals,” said the Union health ministry add, ing that in government hospitals, the Centre and states have already been trying to install oxygen generators. About 34% of TN may still be vulnerable to Covid: Serosurvey observed in Virudhunagar district with 84 per cent of people testing positive, followed by Chennai with 82 per cent. The least seropositivity was found in Erode and Coimbatore districts, recording 37 and 43 per cent, respectively . While 31 per cent seropositivity was recorded in the first survey taken in October , 2020, it had reduced to 29 per cent during the second such survey in April this year. The latest report stated that the 66.2 per cent seropositivity could be attributed to the timing of the survey as it was done immediately after the second wave. The tribunal comprising Justice M Venugopal and Member (Technical) VP Singh granted the parties two weeks time to file replies and stayed the National Company Law Tribunal (NCLT) order till the next date of hearing, posted for August 25. The order was passed after Palani Gounder, promoter and erstwhile director of Appu Hotels, moved the NCLAT alleging that the adjudicating authority , NCLT, had failed to interfere with the attempt to acquire the assets for fewer than 25 per cent of its actual value, while the ‘promoters’ are ready and willing to infuse more funds than the proposed `423-crore bid by MGM Healthcare’s MD, MK Rajagopalan, and to settle all the creditors expeditiously . In the petition, Gounder said the total value of assets comes to `1,641 crore, which is four times the value proposed in the ‘resolution plan’.
