That the ministry is being led by another firsttimer lawmaker Bhupendra Patel indicates that the real power centre has shifted to Delhi. Not one representative of the outgoing Rupani government figured in the new ministry ob, liquely echoing the Opposition’s charges of incompetence. Applying the no-repeat yardstick to form the new government is fraught with challenges of rebellion, but the BJP appears confident of containing it, smug as it is in the understanding that they owe their position as lawmakers to Prime Minister Narendra Modi’s vote-catching ability . The first stirrings of resentment came from Mansukh Vasava, BJP’s Lok Sabha member from Baruch. “Baruch district has BJP MLAs but no representation in the new ministry . There is unrest among party workers; it will have consequences,” Vasava warned. Modi said, “These are out- standing karyakartas who have devoted their lives to public service and spreading our party’s development agenda.” BJP general secretary incharge of Gujarat Bhupendra Yadav said a combination of factors went into deciding the team. “We wanted to include fresh, young and experienced faces. They may not have ministerial experience but they got enough administrative exposure. The outgoing ministers have loads of experience; their talents will be used to expand the party’s base,” he said. As expected, Patidars and OBCs found the biggest representation in the ministry. The team has seven Patidar ministers, including the CM. Four of them are from Saurashtra, where the BJP did badly in the last elections. It also has two Brahmins, two Kshatriyas, two SCs and four STs. Modi is known for bold decisions and political innovations, said a veteran Gujarat journalist. “In 2005, after taking charge as Gujarat CM, Modi refused to repeat any incumbent in the local body elections, and that gamble paid off. Ever since, such experiments are carried out in Gujarat first and replicated elseP8 where later,” he said. IN a development that rocked the entire Telangana, the police on Thursday found the highly mutilated body of Palakonda Raju, accused of rape and murder of a six-year-old girl at Saidabad in Hyderabad, on the railway tracks near Station Ghanpur in the district. The body was identified with the help of the tattooed letters spelling Mounika, which is Raju’s wife’s name, on his left forearm, and also his long hair. His face was completely disfigured and his body lay between two rails of the railway track near Rajaram bridge. While Hyderabad Commissioner of Police Anjani Kumar said Raju died by suicide by throwing himself before a train, Raju’s wife Mounika alleged that he was killed by the police in cold blood and his body was thrown across the railway tracks to make it look like suicide. “I am positive that it was the police who killed my husband. They also detained us and took our signatures on white papers. When we asked them the reason, they did not give any proper reply Mounika said. ,” Raju’s death occurred at a time when the judicial commission headed by former Supreme Court judge VS Sirpurkar was inquiring into the death of four youths accused in the rape and murder of a veterinarian, in an encounter with police in December 2019. As news of Raju’s death spread, it led to a commotion at Signareni Colony in Saidabad FRESH HORRORS `30,600 CRORE SOVEREIGN GUARANTEE FOR BAD BANK E X P R E SS N E WS S E R V I C E @ New Delhi THE Union Cabinet on Thursday approved `30,600 crore government guarantee for the National Asset Reconstruction Co Ltd (NARCL) to acquire stressed loans, setting the wheels in motion for the muchawaited bad bank. Government guarantee will be valid for five years, said Finance Minister Nirmala Sitharaman. NARCL’s mandate is to take over bad loans from public sector banks and ensure professional management of such stressed debt. The bad bank will pay up to 15% of the agreed valuation of the nonperforming assets in cash and will issue security receipts with sovereign guarantee for the remaining part. Security receipts are instruments issued by asset reconstruction firms as consideration for their purchase of distressed assets from banks. NARCL is free to invoke the government guarantee to meet the shortfall between the face value of the security receipt and the actual realisation upon resolution or liquidation. Sixteen banks, including private lenders and NBFCs, will be part of NARCL initially with 51% stake. They will put in `6,000 crore to recover NPAs worth `90,000 crore in the the first phase. So far, banks have identified stressed loans worth `2 lakh crore to be transferred to NARCL. Assets worth `1.1 lakh crore with lower provisions would be transferred to the bad bank in the second phase. “We are also setting up an India Debt Resolution Company Ltd to manage the nonperforming assets. In this company public sector banks , and state-owned financial institutions will own 49% stake.” Sitharaman said. However, it will be a while 2 more minors sexually assaulted by teenagers in TS For security receipts to have their value intact, the government has to give backstop arrangement. The Indian Banks’ Association had moved an application before RBI last month for the licence. The process is on and “should happen sooner than later,” Sitharaman said. KTR sets lofty 5-yr goals for IT/ITES sector V I V E K B H O O M I @ Hyderabad ED raids activist Harsh Mander’s premises E X P R E SS N E WS S E R V I C E @ New Delhi THE Enforcement Directorate on Thursday searched some premises linked to social activist and for mer IAS officer Harsh Mander – a well known critic of the Narendra Modi government – in connection with a money laundering probe. The searches were conducted at his residence and offices at Adchini, Mehrauli and Vasant Kunj in Delhi, sources said. Apparently, the raids were held soon after Mander and his wife left for Germany for a sixmonth fellowship. ED officials said the searches were based on an FIR registered by the Delhi Police’s Economic Offences Wing in February, following a complaint by apex child rights body NCPCR. The raids evoked strong protests from activists and intellectuals who termed the Central agency’s action part of a “continuing chain of abuse of state institutions to threaten, intimidate and try to silence every critic” of the government. MINISTER for IT and Industries KT Rama Rao has set a five-year target for Telangana to reach 10 lakh professionals to be employed in the IT and ITES sector, with 50,000 jobs to be generated in Tier I and II cities — an ambitious leap from current workforce of 6.28 lakh. He also set benchmarks to achieve `3 lakh crore in IT exports, to attract `75,000 crore in investments and to create 3 lakh jobs in the electronics and manufacturing sector. During the launch of Telangana’s 2nd ICT Policy 2021-26 at HICC on Thursday, the Minister projected the growth trajectory of Telangana since its formation in the areas of IT and ITES, and set the bar high for the years to come. Talking about the IT sector’s growth in Telangana, he said there was an increase of 12.98 per cent in IT/ITES exports over the previous year, recording a total of `1,45,522 crore in exports, which was more than double the national average. I regret any hurt that may have been caused to him by my words. We share our faith in the values and policies of the Congress party “ The TPCC . chief went on to add, “And I know he joins me in wanting Congress to win the support of the public to form the next government in Telangana.” Manickam Tagore was tagged in the tweet. AT 5:53 PM on Thursday Virat , Kohi broke the news. Once India’s upcoming T20 World Cup campaign ends in the UAE in November, he will step down as skipper of the national team in the format. It’s something that had been coming. He cited the immense workload he has endured since taking over as all-format captain in 2017. However, the 32-yearold wrote that he would be available as a batsman going “Understanding workload is important. Considering my workload... playing all formats and captaining regularly... I feel I need to give myself space.” Virat Kohli’s statement @ Hyderabad/Jagtial THE day the body of Palakonda Raju, accused of rape and murder of a six-year-old girl at Saidabad in Hyderabad, was found near Station Ghanpur, two more incidents of sexual assault of minors came to light. While a nine-year-old girl was allegedly sexually assaulted within Mangalhat police limits in Hyderabad, the other victim is a five-year-old girl from Dharmapuri mandal of Jagtial district. In both cases, teenagers have been accused of the crimes. Sexual assault in Jagtial In the second incident, a fiveyear-old girl was sexually assaulted by a teenager in Dharmapuri mandal late on Wednesday The accused, Thu. manapalli Sumanth, 18, barged into her house and sexually assaulted her. On Thursday, the girl complained of pain and confided in her mother about the sexual assault. SP Ch Sindhu Sharma said the accused was in police custody and a case had been registered against him under Sections 448 and 376 (A) of the IPC and Section 6 of the POCSO Act, 2012. If Kohli, who has led the side to 27 wins in 45 matches, was waiting in the wings in 2017, Rohit is in that position now. With every IPL title he has held aloft for Mumbai Indians, the opener has been sending gentle reminders to selectors. So why the change? Workload aside, the emergence of Rohit as an all-format player and his growing stature in the team and the tactical acumen he brings too have played a big role. On Thursday if Kohli did , show ambition by wanting to Tharoor responded in a gentlemanly fashion, tweeting: “I received a gracious call from @revanth_anumula to apologise for what was said. I accept his expression of regret & am happy to put this unfortunate episode behind us. We must work together to strengthen @ INCIndia in Telangana and P4 across the country .” JAB-O-METER Hitman’s superior tactical skill runs Kohli out of T20 leadership race forward. Like how his predecessor, MS Dhoni, passed the baton to him, Kohli has decided to do it now. If anyone occupies the hot seat other than Rohit Sharma, the decorated T20 captain who has a record five IPL titles to his name, it would come as a massive surprise. Never mind the fact that Rohit is 34, but with another T20 World Cup slated for October 2022 in Australia, it is hard to see selectors handing over the reins to an untested candidate. In the past 12 months, Rohit’s calm demeanour in the dressing room and his influence among the team has only been on the ascendance. That has also added some pressure from within. By coming out in the open, Kohli, who has lost only one T20I series as captain (against Australia in India in early 2019), has put an end to all speculations. However, it is only for the time being because all things point to Rohit taking charge of India’s white-ball teams as having two skippers could prove detrimental with two World Cups (T20 and 50 overs) lined up in the next two years. At a time when successful white-ball teams are inclining more and more towards shortterm goals with data analytics to aid, Rohit looks the perfect fit. More so when the team has appeared to have lost direction in white-ball cricket over the last seven years.
