The government assured the apex court Bench, led by Justice D Y Chandrachud, that the National Eligibility cum Entrance Test (NEET-PG) counselling would be deferred for four weeks till a decision was taken on the EWS quota. The submission came in a case filed by NEET aspirants challenging a July 29 notification announcing 27% quota for Other Backward Class (OBC) and 10% reservation for EWS in the All India Quota (AIQ) category . Senior Advocate Arvind P Datar, appearing for the petitioners (students), suggested that the implementation of the EWS could be postponed to next academic year, as the admissions for this year are already delayed. The Bench, which also comprised Justices Surya Kant, and Vikram Nath, asked the Solicitor General if the implementation of the constitutional amendment could be pushed to he next academic year. “What happens is that we are at the end of November. Suppose you complete it by the end of De- cember and then implementation etc and then the terms would begin only sometime in February-March. Two months, the students are losing the time. This is something you may want to consider,” Justice DY Chandrachud questioned Mehta. He replied that it might be a difficult proposition as the Government wants to take steps as per the constitutional amendment providing for NO POTENTIAL DEFERMENT FOR OBC QUOTA While a possible deferment of the EWS quota is being discussed, Advocate Shashank Ratnoo, appearing on behalf of some OBC candidates, requested that the application of reservation to OBC students should not be deferred as the Centre is planning to revisit the EWS criteria. The Bench said that it has not said anything on OBC students and is not disposing of the petition Congress becomes pawn in TMC’s pan-India plans economic reservation. Justice Kant said, “The EWS quota is a very enabling and progressive kind of reservation and all States should support the Centre in its endeavour”. According to official sources, over 20 thousand million cubic ft (TMC) of water was released from five major reservoirs in the city (which supply drinking water), since November 6. With Chennai’s water requirement being 1 TMC per month, about a 20-month supply was wasted. Even on Thursday as much , as 2,000 cusecs of water continues to be released from Chembarambakkam and Red Hills reservoirs. Public Works Department officials said they would wait for rains to subside now before beginning desilting work. Currently wa, ter is being released in phases to avoid inundation in the low-lying areas, officials said. However, experts point out that no lessons have been learnt after the 2015 deluge when drinking water needed for 25 years was wasted. “After facing the worst drought in 2019, the reservoirs were neither desilted nor deepened even when they were bone dry Moreover, the . run-off (the amount of rainwater wasted) is 80 per cent,” said S Janakarajan, water conservation expert. Chennai has nearly 4,200 small water bodies and an average annual rainfall of 140 cm. A retired professor from the State Water Resources department, P Ramachandran said, with such heavy rainfall, if water is stored, there would be no need for desalination plants to meet drinking water needs. The DMK government sought 100 per cent assistance from the Union government to run these canteens. Speaking at a meeting convened by the Union Food and Public Distribution Minister at New Delhi, Sakkarapani acknowledged how the Amma Canteen scheme, launched by late CM J Jayalalithaa in 2013, has benefitted the poor. He said the canteens, which will be opened soon, would be named after Kalaignar, an honorific for former chief minister M Karunanidhi. He said until September 2021, 3,227 metric tonnes of rice and 362 tonnes of wheat were used under this scheme. Approximately `3.50 lakh is spent per kitchen per month. “To run this scheme and sustain it successfully we request , the Union to provide 100 per cent assistance under the National Food Security Act, 2013 to extend its benefits to all,” he said.
