For, the Udaipur Declaration the party will release at the conclusion of the brainstorming camp, will be dominated by ideas put forward by Kishor in his presentation at Congress president Sonia Gandhi’s residence last month. The party will announce setting up an in-house election machinery that would conduct surveys and handle all electionrelated work. This was one of Kishor’s suggestions. He was, in fact, keen on heading this election machinery/department as a general secretary. Sources said that was one rea- son why others pushed back against his induction, as they felt that post would make all other general secretaries redundant since they would have little role in candidate selection, campaign and funding. Kishor had also strongly criticised the Congress’ “jaded and aged leadership” and advocated induction of youth at all levels for better connect with the young population. The party has decided to reserve 50% of all party posts for leaders under the age of 50 years. This would be one of the landmark decisions that would bring in a large number of young Congressmen to the fore. Kishor’s criticism of the party for rewarding unelected sycophants and thereby turning itself into non-democratic organisation has also been paid heed to. The party has decided to hold elections at all levels and have fixed tenures for office bearers. Another of his key suggestions was on promoting inclusive representation with regard to gender and social groups. The Congress has reportedly accepted this proposal too. It is in line with Kishor’s idea of creating an additional “15,000 grassroots leaders… and foot soldiers”. According to initial reports, Thiruvananthapuram native Biju had died of a heart attack in 2018. Following this, his wife started living with Arun Anand, a resident of Nathencode, Kowdiar in Thiruvananthapuram and Biju’s cousin, with her two sons in Kumaramangalam. However, a year after Biju’s death, Arun Anand was arrested by the Thodupuzha police for al- legedly beating Biju’s elder son severely in March 2019. The boy, after battling for life at the Kolenchery MOSC Medical College Hospital for nine days, succumbed to injuries on April 6, 2019. Following this, Biju’s relatives expressed their suspicion in Biju’s death as well and as per their request, the Idukki crime branch launched a probe. The decision will allow state to mobilise up to `4,000 crore through RBI-issued bonds this month itself, through two or three instalments. This will resolve the crisis the state has been facing for the last six weeks due to the delay in obtaining Union finance ministry’s permission for borrowings. Sources said the ad-hoc borrowing was sanctioned by the Centre with a condition that the amount will be adjusted when the issue of net borrowing ceiling is addressed. The Centre is of the view that off budget borrowings through Special Purpose Vehicles like KIIFB should also be included in the sanctioned borrowing limit of the state. Earlier this month, the state stoutly defended its off budget borrowings and told the Centre it too raised funds beyond the purview o f t h e U n i o n bu d g e t through NHAI and FCI bonds.
