In a meeting with S Mahendra Dev, the chairman of the Economic Advisory Council to the Prime Minister (EAC-PM), the chief minister mentioned the difficulties in the repayment of loans, adding that this was significantly impeding the state’s development. The CM informed the EACPM chairman that the income generated by the state was being spent only on payment of interest on loans or clearing them. He stressed the government’s efforts to reduce the mounting interest burden on the state exchequer. The chief minister emphasised that maintaining mutual respect between the Union and the state governments was important within the framework of the federal system. The country will not move forward without the development of the states, the chief minister added. He also explained the initiatives taken by his government to create good infrastructure in all urban areas, especially in Hyderabad. Revanth also discussed the creation of more employment opportunities for the youth by providing skill development training and the plans envisaged for industrial development as well as the service sector. He impressed upon Mahendra Dev the importance of the Regional Ring Road around Hyderabad and radial roads to connect the ring road. Principal Secretary, Finance, Sandeep Kumar Sultania was also present. 7 star Validates Hyd in swacHH rankings Telangana capital set to enter the elite seven star category of Swachh Survekshan rankings & earn the coveted ‘garbage-free’ status | P2 Aircraft Accident Investigation Bureau’s report triggers speculation about pilot error Whodunit: Fuel cut after 3 secs in air 01:38:39 pm Air India 171 lifts off 01:38:42 pm Maximum recorded airspeed of 180 Knots Immediately thereafter, the Engine 1 and 2 fuel cutoff switches transition from RUN to CUTOFF position one after another within 1 sec E x p r e s s N e w s Se r v i c e @ New Delhi One of the pilots heard on the cockpit voice recorder asking the other why did he cutoff the engines. There are cases where individuals have been declared innocent after spending years in jail as undertrials. Our best talent can help resolve such issues Justice BR Gavai, Chief Justice of India Stating that India and its legal system are facing unique challenges that require urgent attention, Chief Justice of India Justice BR Gavai on Saturday asserted that the country has the talent to find solutions. Speaking at the 22nd Annual Convocation of NALSAR University of Law, the CJI said: “Delays in trials can sometimes last decades. There are cases where individuals have been declared innocent after spending years in jail as undertrials. Our best talent can help resolve such issues.” The CJI noted the disparity in perceptions surrounding legal graduates, saying a student from a national law school in a metro city is often considered better placed than one from a smaller university “This is not necessarily because of . skill, but perception. It is unfair, but real. We need to confront it, not accept it,” he said. Justice Gavai stressed the importance of core legal subjects such as the Constitution, Contract Act, Code of Civil Procedure and Criminal Law, stating that there is no shortcut to legal knowledge and no alternative to knowing the basics. He also referred to the rapid changes in law due to emerging areas like artificial intelligence and data privacy . Addressing the growing trend of pursuing foreign degrees, he said such qualifications have become symbols of validation. continued on p4 separation pangs Old age homes: In a crowd, elderly still alone A S E S H A C H A R Y U L U @ Nalgonda In the final days of their lives, these elderly couples ask for nothing more than a roof, a bed, and the comfort of their loved one’s hand. Is that too much to give? They are being separated not by choice, but by the lack of a proper old age home where both men and women can live together. In Nalgonda district, the lack of a government-run old age home is causing serious distress. All 13 existing old age homes in the district cater exclusively to women and are managed by voluntary organisations. While those who can afford to pay are given separate rooms and better care, those who are poor and come through government support are placed An elderly woman being served food at an old age home in Nalgonda in crowded halls, often ignored and forgotten. For example, an elderly woman from Nakrekal mandal, separated from her husband after decades of marriage, lives in an old age home in Nalgonda, while her husband is placed in a Hyderabad facility. Due to age-related limitations and financial constraints, the couple has not been together for several months. Without personal mobile phones, they are left with no choice and have to rely on staff or other residents to make video calls to interact with each other. Two years ago, the government sanctioned `50 lakh for constructing a new old age home in Nalgonda, designed to accommodate 25 men and women. Initial orders stated services should begin in a rented private building until the permanent structure is built. However, there has been no progress. continued on p3 Real-life Baghban In a striking similarity to a hit Bollywood movie, an elderly woman from Nakrekal lives in an old age home in Nalgonda, while her husband is placed in a Hyderabad facility. Due to age-related limitations and financial constraints, the couple has not been together for months A month after a horrific Air India plane crash in Ahmedabad killed 260 people, including 19 non-passengers, a preliminary report released by the Aircraft Accident Investigation Bureau in the wee hours of Saturday indicated possible human error as fuel supply to both the engines of the aircraft was stopped just three seconds after takeoff. The two fuel cut-off switches were activated to the CUT OFF mode within a gap of a second, resulting in engine deceleration and plane crash though the fuel switches were subsequently switched back to RUN. However, Civil Aviation Minister K Rammohan Naidu urged people not to jump to conclusions on the role of pilots in the plane crash, as there are multiple things that need to be looked into before preparing the final investigation report. The 15-page report says the aircraft “achieved the maximum recorded air speed of 180 knots at 1.38 pm and immediately thereafter, the Engine 1 and Engine 2 fuel cutoff switches transitioned from RUN to CUT OFF position one after another with a time gap of 01 sec. The Engine N1 and N2 began to decrease from their takeoff values as the fuel supply to the engines was cut off,” it said. The fuel cut-off appears to have shocked one of the pilots. “In the cockpit voice recording, one of the pilots is heard asking the other why did he cutoff. The other pilot responded that he did not do so,” the report states. There was, however, no clarity on the identity of the pilot who asked and the one who responded. How the fuel switches could have flipped if no one in the cockpit took ownership for it, was also not clear. The Convention on International Civil Aviation Organization and Rule 3 of Aircraft (Investigation of Accidents and Incidents), Rules 2017 mandate a preminary report on air accidents be filed within one month and final report within a year. The preliminary report said no significant bird activity was observed in the vicinity of the flight path, nor was there any quality issue with the aviation fuel. It was the cockpit voice recorder, the black box housed in the cockpit, that gave the investigators a sense of was what happened during the crucial seconds leading to the crash. Data from the second black box housed in the tail of the Dreamliner is yet to be retrieved as it has been badly damaged. The Airline Pilots’ Association of India alleged the report was biased, saying the probe “is being driven in a direction presuming the guilt of pilots”.
