It also allowed the excluded voters to submit their Aadhaar card copy or one of the 11 documents the poll body had sought during the SIR exercise. The order came after the ECI reported compliance of the court’s earlier directive to publish online the names of the 65 lakh voters proposed to be dropped from the Bihar draft roll, during the SIR drive. A three-judge bench comprising justices Vikram Nath, Sandeep Mehta, and NV Anjaria, which had reserved its order on August 14, prohibited feeding stray dogs in public places, stating that unregulated feeding causes public nuisance. It also warned that appropriate action would be taken against violators. Before any direction for impounding entire stray dog population was given, the court said, it was necessary to examine the existing infrastructure and human resources available with municipal bodies. “A blanket direction to pick up all the strays and place them in dog shelters/ pounds without evaluating the existing infrastructure may lead to a catch-22 situation,” the bench said. Municipal authorities were further directed to create dedicated feeding spaces for stray dogs in each municipal ward. Senior advocate Kapil Sibal and other lawyers appearing for various petitioners had moved the Supreme Court seeking a stay on the August 11 order, citing there were not enough shelter homes to house stray dogs. The bench directed each individual and NGO that moved the court to deposit `25,000 and `2 lakh, respectively within seven days, fail, ing which they will not be allowed to appear in the matter any further. The bench posted the matters after eight weeks for further directions.
