A two-judge bench comprising Chief Justice BR Gavai and Justice K Vinod Chandran allowed the appeals filed by the state government and Kaloji Narayana Rao University of Health Sciences. “The appeals of the state and the university are allowed, setting aside both the impugned judgments in the writ petitions filed by the students. The petitions filed by the students before this court, as a consequence, stand dismissed,” the bench said. The court upheld the Telangana Medical and Dental Colleges Admission Rules, 2017, amended in 2024, which mandate that a candidate must have studied in the state for four consecutive years to qualify as a “local candidate” for MBBS and BDS admissions. The court held that the rule requiring four years of study in Telangana is not arbitrary, or unconstitutional. “The directions issued by the high court would only result in an anomalous situation,” it said. The bench noted that the 2017 rules already contain exceptions for children of defence personnel and PSU employees wh o a r e p o s t e d o u t s i d e Telangana.
