During his visit to Rampachodavaram in the Alluri Sitarama Raju district on Thursday to review the ongoing “Operation Sambhav,” DGP Gupta stated that the operation has been actively carried out across Andhra Pradesh over the past two days, and the police forces have achieved two major encounters during this period. The DGP urged the remaining Maoist cadre and militia members to surrender to the police. He warned that security forces would neutralize those who do not surrender. He also assured them that all rehabilitation benefits would be provided to help them reintegrate into the mainstream of society . The DGP further said that the operations followed major exchanges of fire that took place in the Maredumilli area of Rampachodavaram Sub-Division, where the Maoist cadres were neutralized in two separate encounters on 18 and 19 November 2025. Gupta said, “In the first exchange of fire, Madvi Hidma, along with his associates, were neutralized, and in the second exchange of fire, Tech Shankar, along with his associates, were killed. In total, 13 members were neutralized, and 50 individuals were arrested. We have no hesitation in concluding that deemed assent is virtually a takeover of functions of a constitutional authority The concept of . deemed assent is against the spirit of the Constitution and the doctrine of separation of powers,” said the bench. Led by Chief Justice of India B R Gavai, the Constitution bench included justices Surya Kant, Vikram Nath, P S Narasimha and A S Chandurkar. They said if there is a prolonged or unexplained delay by the Gover- nor, the court can exercise a limited power of judicial review to direct the Governor to decide in a timebound manner, without observing anything on the merits of the bill. The court went on to opine that the discharge of functions by the Governor or President is not justiciable, adding that judicial review can be invoked only when a bill becomes law. Knocking off another prescription of the two-judge bench, the court said the President need not seek judicial review when a bill is reserved by the Governor under Article 200. “If in extraneous consideration, the President wants to seek, it can,” the bench said. It also accepted the Union government’s submission that the Governor need not act as per the aid and P7 advice of Cabinet. Jagan Mohan Reddy appeared before the CBI court in Nampally on Thursday in connection with the alleged Disproportionate Assets Case. The court had earlier permitted him to travel to Europe for 15 days in October, with a directive to appear before it on November 14 upon his return. However, after returning from abroad, he filed a memo seeking exemption from appearance, citing various reasons, and informed the court that he would instead appear on Thursday November 20. , On Thursday morning, he departed from Gannavaram Airport in Vijayawada and arrived at Begumpet Airport in Hyderabad. From there, he proceeded to the CBI court in Nampally by road. It may be noted that the Central Bureau of Investigation (CBI) registered the case on August 17, 2011, under Sections 120-B, 409, 420, and 477A of the Indian Penal Code, and Section 13(2) read with 13(1)(c) and (d) of the Prevention of Corruption Act.
