The court also held that Metro services and railway facilities shall function normally until and unless they need to be regulated keeping in mind reasonable restrictions envisaged under Article 19 (2). Further, internet facilities should be restored and lawyers and journalists must not be obstructed from discharging professional duties, the court ordered. The court observed that petitioners had prima facie made out a case of contempt against the Centre and Delhi authorities for violating the court’s October 9 directions against “complete prohibition” of transport services. The two-judge Bench of Justice Joymalya Bagchi and Justice V Mohana sought a response from Union Home Secretary Govind Mohan, Delhi Police Commissioner Anurag Kumar and Delhi Metro Rail Corporation Chairperson D Thara in the next hearing on October 13. “Free movement of people in the city shall be ensured subject to law and order situation and/ or traffic regulations... There shall be no illegal detention, particularly in cases of peaceful unarmed assemblage of people beyond the area where Section 163 BNSS is in operation,” the court ordered the Centre and Delhi Police. On being informed that a notice board had been put up in the court premises mentioning that Section 163 BNSS had been invoked in and around the precincts of the SC, the bench ordered it removed. The interim directions came on a contempt plea and a habeas corpus petition filed by lawyer Shailendra Mani Tripathi and senior advocate Menaka Guruswamy respectively The SC issued notices in . both cases, and sought a compliance report in the contempt plea. The gross value added (GVA) of the state’s factories, the worth of produce minus the cost of materials and fuel, also fell by 16.4% against a national growth of 9.6%. In absolute numbers, employment in the state’s factories fell to 3,34,279 from 3,57,911 in 2023-24, a drop of 6.6%. TNIE’s analysis of the survey’s previous editions showed that factory employment in Keralam was still below the preCovid level. The state’s factories employed 3,41,411 people in 2019-20. Between 2019-20 and 2024-25, factory employment across the country grew 26.3% whereas Keralam recorded a fall of 2.1 %. The state’s share in the country’s total factory employment fell from 2.05% to 1.59% during the period. However, the average earning of workers in Keralam, `2.55 lakh a year, was higher than the national average of `2.28 lakh. “The decline in employment is worrying,” said Prof C Veeramani, director of the Centre Shrinking base The number of registered factories in the state has fallen every year since 2021-22, from 7,712 to 7,497. In the same period, India added 16,944 factories, taking the total to 2,66,931.
